Richard Humphry

Mr Humphry retired in October 2004 after 10 years as Managing Director and Chief Executive Officer of the Australian Stock Exchange. During his tenure and as a major reform initiative, the Australian Stock Exchange demutualised and became the first stock exchange corporation to list on a stock market.

He had previously spent 27 years as a senior administrator and public policy advisor to a number of Ministers of Federal Governments, as Auditor General of Victoria and then as Director General of the New South Wales Premier’s Department, from which he retired in 1994. His public policy role was wide ranging covering Treasury, Finance, Defence and the Aboriginal Affairs portfolios. As Auditor General he audited and reported to the Victoria Parliament on all government agencies. His role as the Head of the NSW public service and the Premier’s Department involved policy and ministerial advice to NSW Ministers as well as the coordination of state wide government services.

Mr Humphry was President of the Commonwealth Remuneration Tribunal determining salaries for Federal judges, politicians and senior public sector employees from 1998 to 2003. He chaired a number of Government inquiries and panels including, in November 2000, an independent review of the Whole of Government Information Technology Outsourcing Initiative, and the Australian Customs Industry Reform Reference Group. He also reviewed and reported to the Federal Government on governance and administration of all government business enterprises.

Mr Humphry has been a member of the Australian Business Council of Australia since 2000 and was elected to the board of the Council in October 2003. Until recently he chaired the Regulatory Reform Task Force dealing with taxation and regulatory reform.

The Foreign Minister appointed him a member of the Foreign Affairs Ministerial Advisory Council in August 2000. The Federal Attorney General appointed him to the Administrative Review Council in 2004 and the Treasurer appointed him to the Financial Reporting Council in 2005. Mr Humphry is also Trustee of the International Accounting Standards Committee Foundation and a representative of the Asia/Oceania region.

He was previously Chairman of both the Australian Financial Institutions Commission and the NSW Financial Institutions Commission until their responsibilities transferred in late 1999 to the Australian Prudential Regulatory Authority (APRA) as a result of the Wallis Inquiry. He was a Director of State Superannuation Financial Services Limited from 1992 and Chairman of its Audit and Compliance Committee from 1998 until December 2000. Mr Humphry was also a Director on the Garvan Medical Research Foundation until 2004. He was a director of ASX Perpetual Share Registrars from its inception on 1 May 2000 until his retirement in October 2004.

Mr Humphry is a Director of United Group Ltd. And serves on their Audit Committee. The listed company which has over 10,000 employees, is engaged in major engineering projects, rail transport construction and maintenance, security and facilities services including energy and water. The company operates in Australia and Asia. He is also a Director of MBF Australia Ltd and the ClearView Life Nominees Pty Ltd. These companies provide medical benefit support and superannuation services to the Australian community.

Mr Humphry was appointed to the Zoological Parks Board of NSW and serves as Deputy Chairman. The Board is responsible for administration of the Taronga and Dubbo zoos, research, education and support of endangered species.

He is a Director of the Australian Clearing House and ASX Settlement Corporation. This company is a wholly owned subsidiary of the Australian Stock Exchange and deals with the clearing and settlement of traded securities.
